- Cached Exchange Mode (CEM) is a feature in version 2003 that is similar to configuring Outlook for Offline access. With this enabled Outlook works with an OST file and works from that local copy so that you can continue working even when you are not connected to your network. The difference between CEM and Offline access is that with CEM, Outlook automatically handles synchronization between the local cache and the mailbox on the server.
